        Welfare Funds

        The scheme of Welfare Funds is outside the framework of specific employer and employee relationship in as much as the resources are raised by the Government on a non-contributory basis and delivery of welfare services is effected without linkage to individual worker’s contribution. The finances are raised by imposing cess on the commercial activity of the target group. Towards this end, separate legislations have been enacted by Parliament to set up five Welfare Funds to be administered by Ministry of Labour to provide housing, medical care, social security, educational and recreational facilities to workers employed in beedi industry, certain non-coal mines and cine workers.

    The Ministry of Labour (Labour Welfare Fund Wing of Labour Welfare Division) is responsible for the administration of these funds which have been set up under the following Acts of Parliament:

*    The Mica Mines Labour Welfare Fund Act, 1946;

*    The Limestone and Dolomite Mines Labour Welfare Fund Act, 1972;

*    The Iron Ore, Manganese Ore and Chrome Ore Mines Labour Welfare Fund Act, 1976;

*    The Beedi Workers’ Welfare Fund Act, 1976; and

*    The Cine Workers’ Welfare Fund Act, 1981.

In addition, the Cine Workers’ and Cinema Theatre Workers’ (Regulation of Employment) Act, 1981 and The Beedi & Cigar Workers (Conditions of Employment), Act, 1966 have also been enacted by Parliament for upliftment of working and living conditions of cine and beedi workers.

 

Schemes under welfare funds cater to the following needs of the workers

  1. public health and sanitation, medical facilities and the prevention of disease; 

  2. Water supply and facilities for washing; 

  3. Educational facilities;

  4. housing and recreational  facilities  including  standards  of living, nutrition  and  amelioration  of  social conditions.  Presently this is not for cine workers;

  5. family welfare, including family planning education and services;

  6. social secuirity;

  7. transportation to and from place of work (for mine workers only); and

  8. such other welfare  measures  and  facilities   as   may   be prescribed;
